Biya Cosolidates Grip On Power With Atangana At CC

In an unexpected move, President Paul Biya, reported to be gravely ill, wakes up to sign two decrees that take the focus off him into the streets, studios and news rooms with the appointment of ATANGANA Clement as President of the Constitutional Council and at the same time convening the electorate for senatorial elections for March 23, 2018.

The moves places one of  Mr. Biya’s clan men at the helm of one of the institution that could have a profound role to play if he can’t get his way with nature and Cameroonians as a whole. Atangana Clement, 77, former president of the Administrative Chamber of the Supreme Court hails from the Nyong and So’o Division of the Centre Region.

His appointment alongside 10 other members of the body came at the same time news of the convening of the electorate for the senatorial election for 23 March, 2018 was announced. This means, municipal councilors whose term of office also run out this year will be the ones to vote members of the new senate for the next five years.

The Constitutional Council according to article 46 of the Constitution shall have jurisdiction in matters pertaining to the constitution, the constitutionality of law and regulate the functioning of others state institutions amongst others.

The appointment of ATANGANA Clement consolidates the Beti-Ewondo grip on key and strategic positions in government. Edgar Alain Mebe Ngo from Sangmelima in the Nja and Lobo of the South Region is minister of Territorial Adminsitration or the interior. Joseph Beti Assomo from Ayos in the  Nyong- et-Mfoumou (Central Region) is Minister Delegate In-Charge of Defense. And the man who calls the shots in Biya’s absence is Martin Bilinga Eboutou, Director of the Civil Cabinet at the Presidency who also hails from the Centre Region, precisely from Nkilzok in Zoétélé, near Yaoundé.

Also from the same Beti-Ewondo Clan is Martin Mbarga Nguele, The Delegate General For National Security. He hails from the Nyong and So'o (Mbalmayo-Centre Region). Also close to the president and key to his security is Jean – Baptiste BOKAM, Delegate General at the ministry of Defense in-charge of the Gendarmarie and comes from the East region, precisely from  Bagbezé I in the Haut-Nyong Division. With or without the president, no key decision about the fate of this country can be taken without one of them having a say.

These very close confident and clan-brothers of the president have been place at very strategic positions including high and influential positions in the Senate, National Assembly, key ministries and juicy para-statals either as head or the all-power SG, to form a protective web around the man in the Palace. Many have interpreted the appointment of Atangana Clement as an indication that Mr. Biya is increasingly thinking about his protection after his time at the Unity Palace.
